You can submit an Action Item Request 3 different very simple ways as follows: 

1. Open your project and select Actions > Submit Action Item Request

2. Open your project and select the shortcut to the Submit Action Item Request

3. Right click on your project from any grid and select Actions > Submit Action Item Request
